Who: The ADCS team along with PM and all other teams that have input toward the ADCS.

What: Once the ADCS has been confirmed several times to integrate properly with the rest of the spacecraft, it will be ordered by PM. This requires several steps that will be detailed later.

Why: We need the physical ADCS to begin testing and then eventually perform AI&T for the spacecraft. This needs to be done with enough lead time to get the ADCS, do enough testing to verify its performance, and still have time to do AI&T.
