Successful determination of power draw on Compute Module 4.

Description

To test the validity of using a compute module 4 as the Iris daughter board, tests need to be done to determine if the Pi can be operated at lower power draw than specified for nominal operation. This test will feed directly into a feasibility analysis that can be documented in the Iris ICD.
