Narrow ADCS Options

What: Using the NASA document for State-of-the-Art of Small Spacecraft Technology for GNC (https://www.nasa.gov/smallsat-institute/sst-soa/guidance-navigation-and-control#_Toc120697541) as a reference, narrow the list of possible ADCSs for ExAlta-3 to 3 or 4. Start with checking whether the system would meet our basic requirements, then narrow further from there.
Why: There are lots of options for small-sat ADCS systems available, but doing a full trade study including all of them would take too long. Narrowing the list first by eliminating the systems that do not meet our requirements will make the trade study conducted after much simpler. It will also give nice starting points to the research required for the trade study.
