What: The requirements have been written by systems and now they need to be justified. Comments can also be left on the requirements in case they need to be changed, but they shouldn't be changed without talking to systems.

Why: The requirements need to be properly justified, especially the ones that define parameters of the ADCS so we can talk to vendors with more info. it is also urgent that this gets finished in the next week.
